See how FPP's Plugin Manager will show your plugin before you submit it: the card in the plugin list and the install dialog, including the six privacy lights computed from the privacy block of your pluginInfo.json. The colours and wording are FPP's own, produced by the same script FPP runs. The rules are in PLUGIN_GUIDELINES.md §14.15; what a listing needs is in the plugin guidelines.

This is what the author declared, rendered by FPP. Nothing here is checked against the plugin's code: the listing check that does that (lint_plugin.py) runs when you submit the plugin, and a contradiction between the code and this block is a blocker there.
